New CE Regulation

The New York State Department of Financial Services has released a new regulation regarding the Continuing Education courses that all non-attorney licensed title agents must take. New Section 20.7 of Regulation 11 NYCRR20 mandates that as a part of (NOT “in addition to”) the 15 credit hours title insurance agents must currently complete to renew their licenses, the following courses must be taken:
- At least one hour of Insurance Law instruction;
- At least one hour of ethics and professionalism instruction; and
- At least one hour of diversity, inclusion and elimination of bias instruction.
The new regulation states that these requirements shall apply to a licensee whose license renews on or after April 1, 2022 and includes ALL “entity” title insurance licensees and sub-licensees, whose licenses must renew in 2023. The New York State Land Title Association’s Education Committee is already formulating new CE courses to help our members fulfill these new requirements.
